Ja Rai “Jay” Williams

Ja Rai “Jay” Williams is a member of the United States Air Force Judge Advocate General’s (JAG) Corps where she is commissioned in the rank of Lieutenant Colonel and serving as an attorney-officer.  During her career with the JAG Corps, she functioned in a variety of positions to include a prosecutor; trial defense counsel; appellate defense counsel; and staff judge advocate, which is the senior attorney on a commander’s staff leading an office of junior attorneys and paralegals.  She has been assigned to bases in Arizona, Texas, Maryland and Colorado.  In addition, she deployed in support of Operation Enduring Freedom, to an undisclosed location in Southwest Asia, where she was the sole legal counsel on military justice, international, fiscal, and contract law matters.  In 2015, the Air Force selected her to attend a professional development school, Air Command and Staff College located in Montgomery, Alabama where she received a Master of Military Operational Art and Science degree.  Two of her student research papers, titled “The Legal Limits of Targeting the Cyber Capabilities of a Neutral State,” and “Dual-Military Couples, Childcare and Retention” were selected for publication by the school.

 Lieutenant Colonel Williams graduated in 2000 from Clark Atlanta University in Atlanta, Georgia where she received a Bachelor of Arts degree in Political Science. She subsequently obtained her securities license and worked in the finance industry for two years.  A former fellow from the esteemed Philip H. Corboy Fellowship Program in Trial Advocacy, Lieutenant Colonel Williams graduated in 2005 from Loyola University Chicago School of Law in Chicago, Illinois where she received her Juris Doctor degree and a Certificate of Specialization in Trial Advocacy.  She received a direct commission as a United States Air Force judge advocate in November 2005.  Lieutenant Colonel Williams is admitted to practice law before the Supreme Court of Illinois, the Air Force Court of Criminal Appeals, the Court of Appeals for the Armed Forces, and the United States Supreme Court.

 Lieutenant Colonel Williams is married to an active-duty Air Force chaplain, Chaplain, Lieutenant Colonel (Reverend) Christian L. Williams, and they have two children, Christian and Micah.
